An Exploration of the Legal Issues Involved in General Emergency Procedures for Dealing with Marine Disasters

海洋灾害应急程序与普通行政程序相比,有其自身的特点。因此,必须根据海洋灾害的规律和特点,有针对性采取措施完善海洋灾害应急程序。这些措施主要包括:完善灾害应急相关的法律法规、制定应急预案、建设灾害预警系统、提高应急能力、监督应急权力的行使和落实应急救助制度等。

Compared with the general administrative procedures,marine disasters emergency- response procedures have their own characteristics. Therefore,specific measures must be adopted to improve the procedures for dealing with marine disasters in light of the patterns and characteristics of such disasters. The measures include: perfecting the relevant laws and regulations,drawing up contingency plans,building disaster warning systems,enhancing emergency- response ability,and supervising the exercise and implementation of emergency- response powers.
