美军非战争军事行动后勤应急管理的特点及启示

Characteristics and Enlightenment of US Non-combat Military Operations Logistics Emergency Management

非战争军事行动是美国在全球范围内维护其国家利益的一个重要手段。为提高非战争军事行动后勤保障效能，美军不仅形成了成熟的后勤应急管理理论体系，而且积累了丰富的管理实践经验。我军遂行非战争军事行动虽然与美军的性质任务不尽相同，但也有许多相似之处。通过学习借鉴非战争军事行动后勤应急美军管理经验，移植其有益成果，对提高我军后勤应急管理能力具有重要作用。

Non-combat military operations are one of the important approaches for the US to maintain its national interests in global spectrum. To improve the effectiveness of logistics service in non-combat military operations, the US military forces not only have built more mature theoretical systems of logistics emergency management but also have accumulated rich managerial and practical experiences. Although the non-combat military operations of the PLA are different from the US in nature and task, they have too much similarity. Using the experience of US for our reference and transplanting their fruitful result will greatly benefit the logistics emergency management capability of the PLA.
