城市环境总体规划中的区域协同思想研究

Regional Synergy in Urban Environment General Plan

长期以来,城市建设存在"重城市轻区域"现象,导致城乡发展失衡。生态文明时代全球城市面临着深刻转型,城市环境总体规划正是顺应城市转型的新生事物。城市环境总体规划的基本属性要求城市与区域应当协调发展,区域协同发展是实现城市可持续发展的基础。在此理念下,城市环境总体规划应建立跨行政区的协同管理机构,共同开展生态环境建设,共同构建环境风险防范体系,共同建设环境公共服务设施,共同开展区域资源保护与格局优化,实现城乡统筹发展。

The pubic gives priorities to the development of urban areas and neglect rural areas in the past, resulting in imbal- ance between urban and rural development. Environment planning is an emerging science in face of a profound transformation in the era of ecological civilization. The basic properties of the overall environment planning require coordinated development of urban and rural areas. Regional collaboration is the basis for achieving sustainable development of city. Urban environmental general plan should establish collaborative management of various administrative bodies, conduct a joint ecological environment construction, work together to build environmental risk prevention system and build environmental public service facilities, conduct a joint regional resource protection and pattern optimization as well as to realize coordinated development between urban and rural areas.
