地方环境法规是环境保护法律体系的重要组成部分,其质量优劣关系法律权威、法规实施效果和国家法律体系的质量。国家环保法治水平、地方经济发展水平、地方环保理念、立法技术和公众环保参与度以及地方环境本身的差异都会影响环境法规的质量。因此,需要厘清地方环保策略、创新环保制度、提高技术规范和建立法规评估制度,保证地方环境法规的优质发展。

Local environmental laws are an important part of the state environmental protection legal system, and its quality concerned with the state legal system authority and implemental effect. The level of state environmental protection law, the stand- ard of local economic development, the idea of local environmental protection, the legislative technology, the public participation of environmental protection and the differences of local environment are affecting the quality of environmental laws. Therefore, it is urgent to clarify the environmental protection strategy, innovate environmental protection system and improve the technical spec- ifications and establish the regulations assessment system, in order to guarantee the high quality development of local environmen- tal laws.
