摘要
近年来,各地在氯气使用过程中事故多发,用氯安全亟待加强,泄氯事件在给人员造成伤害的同时也对环境造成了不利影响。因此,氯气钢瓶泄漏事故带来的环境风险是环境保护工作中需要重视的实际问题。某化工厂氯气钢瓶库事故较为典型,以此为例编制了氯气钢瓶在生产使用过程发生火灾及泄漏事故时的环境应急预案,分别提出了氯气钢瓶火灾、泄漏时采取的应急措施及造成烧伤、中毒时应采取的应急救护措施,将事故对环境和人员的伤害降至最低。
Accidents become more often in the process of using chlorine in recent years. Chlorine leakage will do harm to hu- man body and cause negative impacts on environment. Therefore, it is urgent to strengthen the safe utilization of chlorine. This paper took a chlorine cylinder leakage accident in a chemical plant as example, compiling environmental contingency plans for fires and leakage accidents caused by chlorine cylinder accidents. It also puts forward first aid measures for burning and poisoning in a bid to minimize the damage to environment and human body.
