基于逻辑框架法的中央环境保护专项资金项目评估方法研究

Study on Evaluation Method of State Environmental Protection Special Fund Project Based on Logical Framework Approach

从评估准备、评估开展、评估产出三个阶段以及涵盖的九个工作环节建立了项目前评估框架,明确了评估工作的步骤、内容和要求。基于逻辑框架法,从投入、产出、效果、影响四个方面确立项目评估的四个准则层,提出各准则层下的评估内容和评估指标及相应的信息来源和可选评估方法,建立了集成评估内容、评估指标、评估信息来源、评估方法的项目事前评估矩阵,并在某项目案例加以应用。研究表明评估框架符合项目评估工作开展需要,评估矩阵具有一定普适性,部分评估内容和指标还需进一步结合项目特点进行微调。

A pre -project assessment framework was established from the perspective of preparation, implementation, output and nine links in the working process. The steps, content and requirements of project assessment were provided. Based on the logical framework approach, four standard layers for project assessment were established from the inputs, outputs, effectiveness and impact of project, the evaluation content and indicators under each evaluation criterion level and the corresponding sources of information and optional assessment methods were proposed. This study also established a project evaluation matrix which in- tegrates assessment content, indicators and assessment information sources. The results showed that assessment framework suits the need of project evaluation and the matrix has certain universality, but the assessment content and indicators need to be further fine - tuned according to the characteristics of project.
