中国二氧化碳排放比较优势的战略思考——以华北地区为例

Strategic Thought on Comparative Advantage of Carbon Dioxide Emissions in China——Northern China as a Case

笔者以2005—2010年我国华北地区5个省市人均和单位GDP二氧化碳的比较优势为基础,通过对其空间格局和时间变化规律的研究,深刻剖析了造成我国省市二氧化碳排放差异的因素,这些因素包括空间"极化"和"扩散"作用机制、历史因素、政策和宏观调控因素、产业结构和行业技术水平、能源结构等。最后对华北地区和我国低碳发展提出了一条制度、二条原则和三条措施。

Based on comparative advantage of per capita and per unit GDP carbon dioxide emission of the northern China five provinces and cities for year 2005--2010, the temporal and spatial characteristics of it was investigated. The factors which influence the difference between city and province were analyzed. The factors include the ＂polarized＂ and ＂diffuse＂ mechanisms, history factor, strategy and macro-adjustment, structure and development of industry, the structure of energy and so on. At last, one regulation, two principles and three measures were proposed in order to have the low-carbon development of China.
