公共产品技术创新中公共部门技术获取机制比较研究

Comparative Study on Mechanisms of Technology Acquisition in Public Goods Technological Innovation

公共部门在公共产品技术创新中利用企业的技术研发能力来进行技术获取,可以提高公共产品技术创新的效率和水平,同时也可以带动企业技术创新能力的增强。通过对公共产品技术创新过程中,公共部门技术获取的研发竞赛机制和谈判机制进行比较研究,分析比较了两种机制下公共部门的收益,进而讨论了两种机制选择的边界条件,为公共部门在公共产品技术创新中技术获取机制的选择提供了理论基础。

The utilization of enterprises＇ technological innovation ability by public department in public goods tech-nological innovation can enhance efficiency and level of public goods technological innovation and also ability of enterprises technological innovation. This paper analyzes the contests mechanism and bargaining mechanism of tech-nology acquisition in public goods technological innovation, compares the expected revenue of public department under the two mechanisms and then discusses the scope of application of the two mechanisms which provides the-oretical basis for public departments＇ choice of mechanisms of technology acquisition in public goods technologi-cal innovation.
