Research on the Representative Selection Mechanism of Public Participation in Government Decision-making

公众有序政治参与是党和政府高度重视的社会发展的重要内容。目前我国政府决策领域的公众参与取得一些进展,但不足之处相当突出。公众参与政府决策需要在公众中遴选代表,但是代表遴选程序缺乏公开性与科学性,遴选的代表参与能力较弱、专业性不强,遴选的代表"政府化"倾向严重,代表遴选过程的监督机制不健全。完善公众参与代表的遴选机制,需要拓宽公众参与的信息公开渠道;健全参与代表的遴选制度;建立遴选代表的培养体制,提高遴选代表的参政能力;完善代表遴选的监督机制。只有立足于完善的代表遴选机制基础上的公众参与,才能满足公众的维权需求,提升政府决策的科学化和民主化。

Orderly Public political participation is the important content which the Party and the govern- ment pay great attention to the social development. Currently our government has made some progress to the public participation in the government decision - making field, but the inadequacies are quite prominent. Pub- lic participation in government decision- making needs representatives selected in the public, but the repre- sentative selection process is lack of openness and scientific. The participation ability of the selected represent- atives is weak, lack of professionalism, selected representatives of the ＂Government＂ tendency serious, super- visory mechanism in the representative selection process is not perfect. To improve public participation in the representative selection mechanism, we need to broaden public participation in open channels of information, perfect the selection system for the participating representatives, establish the training system for selected rep- resentatives, improve the selected representatives participation ability in politics, improve the supervisory mechanism of representative selection. Public participation establishing only in the basis of scientific represent- ative selection mechanism can meet the public＇s demand for rights, help to improve government decision - making more scientific and democratic.
