我国农技服务效率评价及其影响因素分析

Evaluation on Efficiency and Influencing Factors of China's Agricultural Technology Services

本文运用DEA方法测算了1996—2010年我国各省农业技术服务效率,并采用结构方程模型分析了农业技术服务效率的影响因素。结果表明,近15年来我国农技服务效率稳步提升,但各地区的服务效率参差不齐;农技人员人力资本、农技服务平台、农业生产条件和农户禀赋条件对农技服务效率存在显著正向影响;优化农技人员资本和农户禀赋条件、改善农业生产条件、加强农技服务平台的建设和有效运用,有利于我国农技服务效率的提升。

This paper calculates agricultural technology services efficiency of all provinces from 1996 to 2010 using DEA method, and analyses influence factors of agricultural technology service efficiency by SEM. Results showed that, in recent 15 years, our country＇s agricultural technology service efficiency is rising steadily, but the regional service level is uneven; agricuhural extension workers hu- man capital, agricultural technology service platform, Agricultural production and farmers endowment conditions make a significant positive effect on agricultural extension services. Optimization agricultural technology personnel capital and farmers endowment condi- tions, so as to improve agricultural production conditions, strengthen the construction of the service platform of agricultural extension and effective use, will help promote China＇s agricultural extension services.
