现场勘查的必要性分析研究

The Necessity of Crime Scene Must be Investigated

公安部提出"现场必须勘查"已有七年,但目前刑事案件现场勘查率低,特别是勘查质量差等问题突出,已成为制约刑事侦查和诉讼的一个瓶颈。为解决这一现实问题,根据刑事案件现场勘查的客观特性,分析现场勘查的客观必要性,结合工作实际,应着重从机制创新、质量控制入手进行研究,对现场必须勘查的实现途径和质量保证进行归纳、总结。

It has been seven years since the ministry of public security proposed that ＂the crime scene must be investigated＂. But Some problems becomes the bottleneck for the criminal investigation and litigation,such as the low percentage and the poor quality and so on.In order to solve these problems, we must analyze the objective necessity of its characteristics, combined with actual work to make some researches of mechanism innovation and quality controlling, with the aim of summarizing effective way and quality assurance for the ＂the crime scene must be investizated＂.
