警察站在自由与秩序之间,一方面,民众要求更多自由和权利,另一方面,国家要求社会拥有更大程度的稳定和秩序安宁;民众对警察的期待,国家对警察设定的目标,两个方面均衡地决定了警察的职能。现代警察科学理论从不同的方面界定了警察职能,而基于对当代中国警务实践的考察,警察应该具有调解纠纷的职能,赋予警察调解纠纷的力量,才能更好地解决中国基层的现实问题,维护民间稳定,促进基层社会发展。

The police are in between freedom and order, on the one hand, people demand more freedom and rights, on the other hand, the country to a greater degree requires social stability and peace order; People＇s hope for the police and the goals a country, set for the police evenly determine the function of police. Modern pOlice science has defined the function of poliee from different aspects and this thesis puts forward that, based on the investigation of the contemporary practiee of China, the police are required to possess the function of dispute resolution, and the police empowered by this function could preferably solve the realistic problems in grassroots, mainlain social stability, and promote the development of grass-roots society.
