基于资源禀赋和经济发展区域差异的耕地优化布局——以武汉城市圈为例 被引量:8

Interregional Farmland Layout Optimization on the Constraint of Natural Resources and Social-Economical Condition——A Case Study of Wuhan City Circle

摘要 以武汉城市圈为案例区,综合考虑自然资源禀赋和社会经济条件的区域差异,依托分区异步元胞自动机模型,结合耕地适宜性评价结果和耕地非农化压力测算结果率定分区异步元胞自动机模型的异步演化速率,据此开展武汉城市圈耕地空间优化布局。结果表明:①通过将耕地适宜性和耕地非农化压力内化为分区异步元胞自动机模型的异步演化速率,可以依托分区异步元胞自动机模型开展自然和经济耦合约束下耕地空间优化布局;②由于综合考虑了自然资源禀赋和社会经济条件的区域差异,基于资源禀赋和经济发展区域差异的耕地空间优化布局可以在保障粮食安全的基础上使耕地非农化压力得到释放,并且能实现耕地数量保护和质量保护的协调。 It' s the important way to coordinate the conflict between built-up land expansion and farmland protection during rapid urbanization period that optimizing interregional farmland allocation. Both regional differences that non- agricultural construction pressure caused by social-economical development and farmland quality which determined by natural resources should be concerned when interregional farmland allocation is optimized. In this paper, taking Wuhan City Circle as the case area, combining regional differences of natural resources and social-economical conditions, the Partition-Asynchronous Cellular Automata Model (PACA) is employed to optimize interregional farmland allocation. In this model, global stop condition is calculated by food security of whole area, regional stop condition is calculated by building land demand in each county, asynchronous speed is calculated by farmland suitability and non-agricultural pressure in each county, and regional conversion rules is calculated by the laws of land use change in each county, respectively so as to realize the layout optimization of cultivated land use of Wuhan City Circle in 2020. Results show that: (1) by converting farmland suitability and non-agricultural construction pressure to asynchronous speed of PACA, interregional farmland allocation optimization on the constraint of spatial differences of natural resources and social- economical conditions can be realized; (2) because spatial differences of both natural resources and social- economical conditions were be concerned, the optimization of interregional farmland allocation on the constraint of natural resources and social-economic conditions can make non-agricultural construction pressure released maximally under the constraint of food security, and it can also coordinate farmland quality protection and quantity protection.
