Improving the Efficiency of Tibet's Financial Support in Agriculture to Promote New Rural Construction

农业在西藏国民经济发展中具有举足轻重的战略地位与基础作用,随着西藏社会经济快速发展和对外交流及合作程度进一步扩大,农牧业生产和发展面临着许多新问题。文章结合财政支农理论及其现实意义,在分析现有财政支农政策不足的基础上,提出了夯实西藏农业发展基础、促进农业扶贫开发、推动农业科技工程和保护农业生态环境等对策,以提升西藏财政支农政策效应,实现农牧业经济可持续发展。

Agriculture plays a fundamental and strategic role in Tibet＇s economic development. With rapid so- cial and economic development and further expand of exchange and cooperation, the production and develop- ment of agriculture and animal husbandry are facing many new problems. In this article, the theory of financial support in agriculture combined with its practical significance, an analysis of policy deficiency of financial support in agriculture has been done, then some suggestions are made, for instance, to strengthen the base of Tibet＇s agricultural development, promote agricultural poverty alleviation and development, push forward agri- cultural science and technology projects, protect agricultural ecological environment, etc., in order to achieve the sustainable development of Tibet＇s agriculture and animal husbandry economy.
