摘要
当前我国正在加快推进城乡社会保障体系建设,作为社会保障核心部分的社会保险承担着主力军的角色,科学高效的管理模式会让公民及时足额地享受国家社会保险政策和精细化经办管理服务。近年来,社会保障事业得到飞速发展,彰显了政府责任。但是,社保经办管理服务则显得相对滞后,影响了社保政策的贯彻落实和执行效果。西藏社保经办机构的管理与服务水平,与经济社会跨越式发展和长治久安的要求不相适应,难以充当新形势下的"安全网"或"减震器"。面对挑战和存在的问题,社保经办机构要完成时代赋予的重任,就必须抓住机遇,迎接挑战,坚持以人为本,完善经办管理模式。文章提出构建边疆地区政府主导型社会保险垂直管理模式,提升社会保险生产力发展水平。
The establishment of social security system in both urban and rural areas in China is accelerating, as the core part of social security, social insurance plays an important role. A scientific and efficient management mode will allow people to enjoy social insurance policy and good management service in full timely. In recent years, social security has developed rapidly, which demonstrates the Government's responsibility. However, the management service of social security lags behind, which affects the implementation of social security policies and performance. The management service of social security agencies in Tibet falls behind the economic and social development, and does not meet the demand of the long-term stability of Tibet. Facing challenges and problems, the social security agencies in Tibet should perfect their management mode. In this articles some approaches are provided to construct government-oriented vertical management mode for social security in border areas in order to promote the level of social insurance.
