近年来，随着基金结余的出现．政府先后出台了一系列从新农合基金中列支的政策，严重影响着基金的测算与运行。

Yanjiang District in Ziyang city became one of the third group of pilot districts for New Rural Cooperative Medical System(NRCMS) reform in Sichuan Province in 2006. The outcomes and effects have been proved excellent up to now.However,with the development of NRCMS,the conflicts between the low level of funding system and the high demand for health insurance is becoming more and more severe,and some systematic as well as institutional problems is becoming more and more obvious.The risk of funding is still high.
