摘要
美国排污权交易制度的实践是成功的,也为多个国家和地区所借鉴。本文通过清洁空气跨州法则(CAIR)的实施成效及环境效益两个方面论述美国排污权交易制度的最新实践,并结合实施情况在政策持续性、数据质量保证、信息公开、政策准备研究等方面提出几点启示,以供我国各区域开展排污权交易政策借鉴和参考。
The emission trading system which is successful in America was learned by many countries and regions. This paper discussed the latest practice of the emission trading system in the United States that was named the Clean Air Interstate Rule （CAIR） from the two aspects of effectiveness and environmental benefits. And then combined with the implementation , the article raised some enlightenment on the police continuity, data quality assurance, information disclosure, police preparation and so on hoping to provide some references for our country.
