深圳城市更新尤其是拆除重建类更新是当前旧城改造的一种新模式,是政府、开发商、城中村居民三个利益主体在博弈中实现利益平衡的过程。通过对政府引导组织实施的拆除重建类更新中的政府与开发商博弈层面及政府与城中村居民博弈层面的分析,指出目前深圳城市更新的问题所在,并针对问题构建深圳城市更新三智结合利益平衡运作机制。
