界定建设行政管理风险的概念,探讨建设行政管理风险的分类。基于文献研究、头脑风暴、专家访谈等方法,识别出建设行政管理的主要风险因素;分析建设行政管理风险产生的外部原因和内部根源,深入探讨建设行政管理风险的生成机理;提出建设行政管理风险的防范措施,以期从源头上化解建设行政管理风险、减少由此引起的不良后果,规范建设行政管理工作、提高建设行政管理水平。

The concept of construction administration management risk was defined. The classification of it was dis cussed. The main risks in construction administration process were identified through literature research, brain storming, expert interviews and other methods. Internal and external factors of construction administration manage ment risk were discussed. The formation mechanism of construction administration management risk was analyzed. The preventive measures for construction administration management risk were proposed. It＇s helpful to dissolve construction administration management risk, reduce the resulting consequences, regulate the administration of con struction and improve the level of construction administration.
