Strengths of setting medical group leading by municipal level top tertiary general hospitals including optimizing medical resources, saving medical insurance expenditure, promoting good competition and eliminating bad competition, realizing standardization management, downsizing staff and improving efficiency, promoting dual referral and rational patient distribution among different levels ot medical institutes and promoting doctor multi-sited license are discussed. Key problems involve implementing dual referral and community health centers＇, capacities are analyzed and suggestions also are presented. Deep water questions such as how to effectively play regional medical group s role, how to strengthen public welfare and investment in public hospital and drive county level and township level health institutes integrated development are also taken into account.
