On Social Security in the Period of Sixteen States

十六国时期,社会动荡,农业生产遭到破坏,社会经济趋于萎缩,民众流离失所,在这种特殊的战乱背景下,各少数民族政权为了维护统治,采取蠲免、赐赠等方式抚慰民众,民间也以邻里互助的方式实施救助,这种政府与民间救助措施的结合,一定程度上缓和了阶级矛盾,改善了民众的生存条件,成为中国古代颇具特色的社会保障系统。

It was turbulent in the period of Sixteen States, and the agricultural production was destroyed, social economy became atrophied and the people got displaced at the time. Under this special war-caused chaotic situation, to maintain their powers, the regimes of ethnic minorities comforted the people by means of exempting them from taxes,rewarding lands etc, the people bailed themselves by neighborhood help as well. To some extent, the combined bail-out measures of the government and civil society eased the calss contradictions and improving the people＇s living condition . Thus, it be came the distinctive social security system in acient China.
