The COE Program in Japan has been playing active roles in promoting its universities ＇ international competitiveness. With an emphasis on cross-disciplinary research and the cultivation of young scholars, the program is believed to be effective in system designing, fund management, program evaluation, and internationalization. Its operational practice can provide an inspiration for universities in China.
