内陆地区对外开放取得了很大的成就,也面临很多困难,表现在过分利用传统要素禀赋的方式难以为继,承接产业转移引致产业结构落后,以及利用优惠政策导致的政策性开放扭曲等问题。内陆地区不能简单地复制沿海地区的经验,应当在内陆贸易方式、区域合作机制、引资方式、政府职能方面进行创新。

Since the reform and opening up, the inland areas has made great achievements on opening to the outside world through the support of national policy and their own efforts. However, the inland areas also faced a lot of dilemma in the process of development of the open economy, it is difficult to continue to excessive use traditional factor endowment, undertake industrial transfer caused by the backward industrial structure and the using of preferential policies to expand lead to distortions. Inland areas can not simply copy the coastal areas experience, it should carry on innovation in inland trade, regional cooperation mechanisms, investment mode, government functions, so as to ensure the healthy development of inland open economy.
