论旅游功能区规划--以四川汶川地震灾后恢复重建为例

On Tourist Function Zone Planning:A Case of Wenchuan Post-quake Recovery and Reconstruction,Sichuan Province

现有国家规划体系在定位、内容和行政监管等方面制约旅游资源优势区域发展统筹和产业竞争优势培育。以汶川5.12灾后重建为例,探讨了建设旅游功能区以引导旅游资源密集区域的产业结构调整和城乡空间形态升级的可能性。通过战略层面的旅游功能区规划,协助统筹区域的城乡规划、土地利用规划,建立协调城乡发展的空间管理体系,从而实现以旅游业为主导产业的城乡空间布局和土地利用方式,达到提升区域竞争力的目标。

The present planning system actually restricted the regional development of tourism resource rich areas through its basic policies. This research based on a case study of post-quake reconstruction in Wenchuan County, discusses the experiences of establishing tourism functional zone planning as the superior planning, which helps optimizing the industry structure and the industry spatial layout adjustment. Tourist planning hereby is given brand-new connotation and will burden the mission of regional strategic planning in the perspective of regional de- velopment. The urban and rural spatial layout and the land utilization modes are both confirmed with tourism as the leading industry, specifying the economy center, the urban system, the industry cluster and the infrastructure into specific areas, improving regional competitiveness.
