Harmony Theory Interpretation for the Strictest Water Resources Management System

我国面临着严峻的水资源形势,水资源开发利用程度大、效率低、污染严重,水资源问题已经成为制约我国经济社会发展的主要因素。实行最严格水资源管理制度是解决水资源问题的重要举措。本文在以和谐论理念对最严格水资源管理制度指导思想、基本原则进行系统解读的基础上,运用和谐论五要素剖析了"三条红线",将三条红线实施过程中的一些问题转化为和谐问题来解决,最后运用和谐度方程分析"三条红线"的实施过程,并提出有效实施最严格水资源管理制度的途径,为最严格水资源管理制度的顺利实施提供新思路。

China is facing the severe situation of water resources, such as high degree of water resources development and utiliza-tion but low efficiency and serious water pollution. These water resources problems have already become the main factor that re-stricts the economic and social development in China. Implementation of the most strict water resources management system is an important approach to solve these water resources problems. In this paper, the concept of harmony theory was used to inter- pret the guiding ideology and basic principles of the most strict water resources management system. The five elements of har- mony theory were used to analyze the ＂Three Red Lines＂, and some problems during the implementation of ＂Three Red Lines＂ can he converted into harmonious problems. Finally, the harmony degree equation was used to analyze the implementation process of ＂Three Red Lines＂. The effective approaches to perform the most strict water resources management system were proposed, which can provide new ideas for the smooth implementation of the most strict water resources management system.
