摘要
随着现代物流产业在国内发展中的作用日益凸显,物流园区作为物流业的集结点,也逐渐成为了不可替代的角色。由于国内物流园区发展起步较晚,缺乏对物流园区科学系统的研究,研究一套科学的物流园区评价方法十分必要。采用层次分析与模糊数学结合的方法,以物流园区综合发展水平作为目标层,选取了社会经济发展、资源利用效率、环境质量情况、污染控制情况、园区管理现状5个指标作为系统层以及相应的23项指标作为指标层,建立了物流园区评价指标体系并应用其评价物流园区发展潜力。实例应用证明,该指标体系可以弥补层次分析法定量指标少、定性指标多的缺点以及模糊数学法针对性欠佳的弊端,可以简单直观的评价物流园区的发展状况及潜力。
As logistics is playing an increasingly important part in China, logistics parks, the rally point of the logistics in- dustry, are drawing more attention. Due to the late development of logistics parks in China, a comprehensive method is in great need to fill the blank of a scientific evaluation system of logistic parks. This paper proposes a logistics park evaluation index system based on hierarchy analysis and fuzzy mathematics. The overall development of the logistics park is selected as the target layer; the social-economic situation, the utilization of resource, environment quality, pollution control situations, and the management are in the system layer; 23 corresponding indicators form the index layer. This index system is sup- posed to evaluate the development potential of logistics parks. The application results prove that this simple and intelligible system can compensate the shortage of quantitative indicators and the excess of qualitative ones of hierarchy analysis, and remedy the lack of specificity of fuzzy mathematical method. The evaluation system can be simple and intuitive to evaluate the development condition and potential of the logistics park.
