我国实施体育公共服务标准化的研究

A study of implementing sports public service standardization in China

实施体育公共服务标准化是体育公共服务均等化的基础,是实现绩效考核和改进的重要方式,有利于促进体育公共服务供给主体多元化。我国实施体育公共服务标准化存在尚未建立体育公共服务标准化体系;缺乏全国统一标准,标准制定滞后;体育公共服务标准化的研究力度不足;缺乏宣传培训及政策法规引导等问题。由此提出构建体育公共服务标准化体系应明确阶段定位,分层实施推进;加强体育公共服务标准化研究;加强宣传培训和政策法规引导等实施体育公共服务标准化主要设想与对策。

Implementing sports pubic service standardization is the foundation for sports public service equalization, an important way to realize performance examination and improvement, conducive to promoting the diversification of sports public service providers. There are the following problems in implementing sports pubic service stan- dardization in China： a sports public service standardization system has not been established yet; there is a lack of nationally unified standards, and standard establishment is falling behind; efforts made to study sports public service standardization are inadequate; there is a lack of promotion, training as well as policy and regulation guidance. Therefore, the author put forward the following major ideas and measures for implementing sports public service standardization： the construction of the sports public service standardization system should be stage orientation specified, implemented and carried forward level by level; strengthen the study of sports public service standardiza- tion; strengthen promotion, training as well as policy and regulation guidance.
