摘要
一国的法制价值是通过宪法来集中表达的。宪法具有最高的法律效力,其他法律形式的规范内涵不得与宪法规范相矛盾和发生不一致,在法律效力上要低于宪法。宪法是国家根本法,是确认一个社会共同体终极价值基础的基础规范,是衡量其他法律的标准。
The legal values of a country is expressed by its constitution. The constitution is of the highest legal authority. Other legal forms cannot contradict the constitution in norms and content, and are lower than the constitution in terms of legal authority. The constitution is the basic law of a country, the normative basis that confirms the ultimate values of a social community, and a criterion against which other laws are measured.
