区级卫生监督机构饮水监督工作及思考

Current status and thinking of drinking water supervision of district-level health supervision institutions

饮用水安全问题是群众关心、反映强烈的社会问题。当前区级卫生监督机构,在承担饮水卫生监督基层工作的同时,深感体制机制、法律法规及执法工作中面临的不少困惑和缺憾,影响了饮水卫生监管质量。该文以上海市徐汇区为例,初步阐述了当前区级卫生监督机构饮水卫生监督工作特点,提出了在执法、协管、预警、培训等6方面问题。建议充分利用和维护好卫生监督信息化和协管化两大平台可能是解决基层工作问题的一个方向。

The safety of drinking water is the social problem that public pay great attention to. At present, district-level health supervision institutions are engaged in grassroots work of drinking water supervision, there are a lot of confusion and disappointment in mechanisms, laws and enforcement work, which influence the quality of drinking water supervision. The paper takes Xuhui District of Shanghai for example, initially describes current characteristics of drinking water supervision of district-level health supervision institutions, and puts forward the problems in six aspects, such as law enforcement, association, early warning and training. Two platforms of health supervision information and association should be fully used and maintained, which may be a trend to solve the problem of grass-roots work.
