How to control engineering investment, reasonable use of construction funds, with the least amount of construc- tion funds for maximum social and economic benefits and ensure the engineering construction investment is not beyond the budg- et, is the outstanding problem of investment control of engineering cost management. This paper analyzed and discussed the de- tails control of budget examination work from the aspects of the reason that engineering cost exceed budget, review and control points and the approach to the project cost management.
