摘要
中国政府经营土地的理论基础是土地公有制,其经营土地获得利益的根本目的应与社会主义公有制所追求的共同富裕是一致的。但政府经营土地的社会主义理想与当前中国的现实却出现巨大的差距,反映出政府经营土地过程中存在着角色冲突。因此,应以"公共利益"为界限约束政府经营土地的行为,并采取措施对政府经营土地的行为加以完善。
The theoretical basis of Chinese government＇s management of land is public ownership of land. Its fundamental goal to gain interests through the management of land is consistent with the common prosperity of socialist public ownership. How- ever, the socialist thought of government management of land has large gap with the current reality of China, which reflects that there is role conflict during the process of the government＇s management of land. Therefore, the government＇s management of land should be restricted in the area of public interests, and the countermeasures should be taken to perfect the government＇s management of land.
