CITIC Trust Pioneers Land Transfer Plan

On October 10, CITIC Trust announced it would implement China's first collective trust plan to transfer contracted rural land operation rights. According to the plan ClTIC Trust will transfer the operation rights of 360 hectare of farm land located in the Yongqiao District of Suzhou,Anhui Province to a local agricultural company. Over the past few years all attempts at farm land reforms have been extremely restrained. However, the high profile and innovative nature of CITIC Trust's plan has grabbed the attention of everyone in the industry. This plan, announced before the up and coming Third Plenary Session of the 18 CPC Central Committee, along with the Development Research Center of the State Council's recently released '383 Plan' calling for sweeping reform has sparked the imagination of experts in every industry. Some people are even comparing the Yongqiao District land transfer to Xiaogang Village of Fengyang County where farmers boldly agreed to subdivide their collective farmland over 30 years ago-a move often lauded by later Chinese leadership.
