官德建设是社会公共道德建设的基础,官德体现执政党的执政宗旨,关乎党的执政风气,影响党的执政效能,是提高党的执政能力的关键所在。尤其是在当前社会,加强干部队伍建设,最为紧迫的是要搞好官德建设。官德建设,一靠自律,二靠纪律,三靠法律。新时期,我国可以通过端正用人导向、提高干部道德自律、建立与市场经济相适应的新的官德规范体系和健全权力制衡机制等措施来加强官德建设。

Official virtue construction is the foundation of social public moral construction, and it reflects the ruling principle of the ruling party, influences the ruling style of ruling party, affects the ruling efficiency of ruling party, and is the key to improving the ruling ability of the ruling party.
