摘要
本文基于浙粤苏鄂四省高层次人才政策现实比较的视角,分析了浙江省在高层次人才引进与管理上存在的问题,提出了构建五位一体的人才政策良性机制。
The article briefly reviews the implementation effect of introduction policy on high-level talent of Zhejiang province, recognizes tightly grasping the regional characteristic and shows a certain characteristic on docking private capital and talent working. Based on the reality comparation of four provinces' high-level personnel policies, this paper finds some problems in high-level talent introduction and management of Zhejiang province at the same time, such as "company deviation" in talent introduction, "paying more attentions on individual and less on team" in talent mining, "service hollowing out " in talent management, "weak linkage mechanism" in talent effect, and so on. So that, Zhejiang province should build policy guarantee system of five dimensions, including describing strategy, tamping basis, erecting platforms, strengthening linkage and increasing supports, to form a virtuous talent introduction mechanism for "drew into talents, give full play to its functions, and to retain the talent".
