两个比重:利益分配结构的压舱石——从国家财政能力看社会正义的实现条件

Two Proportion: The Ballast of the Distributional Structure of Interests:On the Conditions of Social Justice from the Perspective of State Financial Capacity

一个国家的财政能力对利益分配结构的形成具有重要作用。经验表明,作为国家财政能力的核心内容,"两个比重"对利益分配结构的调整具有重要的平衡、稳定作用,类似于利益分配结构的"压舱石"。尽管如此,两个比重的增加并不是随意的。"压舱石"需要有一定的分量才能保持利益分配结构的平衡,但是分量过大也可能适得其反。并且,两个比重的增加也要受到经济发展水平、结构以及制度建设和相关技术发展程度的制约。

The financial capacity of a state has important influence on the formation of the distributional structure of interests. This is not only because state is a basic stakeholder in itself, but also stems from the objec- tive effect brought by the financial behavior of state. It is shown that, as the key content of financial capacity, the ＂two proportion＂ plays the role as ballast in the adjustment of the distributional structure of interests. Neverthe- less, it is not casual to increase the ＂two proportion＂ . For the purpose of making the distributional structure of interests balanced, it is necessary to keep the weight of the ＂ballast＂ to some degree, but the result is not always that good if it increases too much. Also, the increase of the ＂two proportion＂ is constrained by the level and structure of economic development as well as the building of institutions and the development of technology related.
