摘要
2013年伊始,伴随着严重雾霾的出现,中国的环境与经济发展的关系问题更加受到关注。本文通过建立VAR模型,结合脉冲响应函数和方差分解方法,对上海1991年—2010年的环保投入与经济发展的关系进行实证分析。结果显示,经济发展对环保投入的正向作用相对较强,而环保投入的提高对经济发展的促进作用并不明显。因此,在环境保护方面仅仅依靠以营利为主要目的的企业自觉地增大环境保护的投入是不现实的。生态环境的治理工作,除了仍然需要大力发展经济,还应从政策层面促使企业在发展经济的过程中更加注重节能、减排,主动增加环境保护方面的投入,防止环境污染扩大化;同时政府层面应加大环境保护力度,鼓励发展能耗更低、污染更少的高技术制造和服务行业,增强环保投资的使用效率,发挥环保投入拉动经济发展的乘数效应。
At the beginning of 2013, with the thick haze the relationship between environmental protection and sustainable economic development attracts more attention. By the VAR model, combined with the impulse re- sponse function and variance decomposition method, this article conducts empirical analysis on such relationship based on the data 1991 -2010 of Shanghai. The results show that sustainable economic development of Shanghai relatively contributes more to the investment of the environmental protection, while the improvement of environ- mental protection affects little on the sustainable economic development. Therefore, it's unrealistic for the environ- mental protection to depend on the enterprises aimed at profits only. To deal with the ecological protection, be- sides developing the economy vigorously, policies should be taken to pay more attention to energy - saving, emis- sion reduction, and to increase environmental protection input initiatively during the course of economic develop- ment. At the same time, the government should intensify efforts to protect the environment, to encourage the de- velopment of low energy consumption, less pollution and high technology manufacturing and service industries, and to enhance the usage efficiency of environmental protection investment, in order to further promote multiplier effects of the environmental investment on sustainable economic development.
