新经济下创新已经成为21世纪工业发展新的趋势。区域经济的增长不能单纯依靠各种创新要素,更需要形成关键的创新体系网络,使各种创新要素能在网络中相互协调,共同发展。企业、大学、研究机构三者之间,通过构架的知识网络,不仅可以实现在知识转移过程中再次升华获得新知识,而且企业、大学和研究机构三大知识子系统之间更因为相互配合协作,在此基础上还会产生协同创新效应。本文主要探讨国家创新体系中产学研协同的实现机制和扶持战略。
