中美科技创新绩效比较与启示

Comparative Study and Suggestions on Scientific and Technological Innovation of China and the United States

通过世界银行科学技术专题数据对中美两国1994-2010年的科技创新产出、科技创新经济绩效、科技创新投入3方面进行比较研究。数据显示我国科技创新产出指标和经济绩效指标近年来高速增长，甚至在发明专利申请量和高科技产品出口额方面已经超过美国，但版税与许可费净流出逐年扩大。表明我国科技创新绩效还较低，自主创新能力有待提高。

Based on World Bank Data on scientific and technological innovation of China and the United States during 1994 and 2010, this article carries out a comparative study on three aspects of scientific and technological innovation out- puts, economic performance of scientific and technological innovation and investment in scientific and technological innovation respectively. The data illustrates that China has experienced a rapid growth in both indicators of technological innovation outputs and economic performance in recent years. Even invention patent applications and high-teeh exports of China have already surpassed the United States, with the expanding each year in net outflow of Royalty and license fees, which indicates China＇ s low performance of scientific and technological innovation and improvable independent innovation capability.
