＂Beautiful China＂ is the CPC＇s succinct summation and poetic description of the bright prospects for socialist modernization with Chinese characteristics in the 21st century. It has been proposed both as an aspiration for the sustained and lasting development of the Chinese nation and as a solemn pledge to its bright future. For the first time, the 18^th National Congress Report devoted a separate chapter to defining and explaining the construction of ecological civilization with a view to the fundamental establishment of a resource-conserving and environment-friendly industrial structure, growth mode and consumption pattern; to promoting the growth of a circular economy on a large scale; to increasing significantly the share of renewable energy; and to instilling the idea of ecological civilization in the minds of all members of society. For the first time, the Chinese Communist Party has made ＂beautiful China＂ one of the grand goals of socialist modernization in its political program, and has raised ecological development to the same level as economic, political, cultural and social development in the overall plan of building socialism with Chinese characteristics. The act of giving ecological civilization top priority in this task reveals the party＇s deeper understanding of the nature and laws of Chinese socialist modemization. It epitomizes the political wisdom and will of the Chinese Communist Party. In order to build an ecological civilization, it is important to identify the concept first. ＂Beautiful China＂ as a concept has twofold meanings. On one hand, it contains new eco- civilization ideas such as respecting nature, complying with nature and protecting nature, which demonstrate new value orientations and ecological ethical concepts. And on the other hand, the concept also implies that attaining such a goal will be a long-term and arduous task with no quick and easy short-cuts, requiring the unremitting efforts of generations of Chinese. Attaining the goal of ＂beautiful China＂ is both a requirement of the times and a necessary step in the course of modernization. The nature of ＂beautiful China＂ means that China will abandon the traditional mode of development and take a path of green civilization that both applies to Chinese circumstances and represents a common value for mankind in the future.
