摘要
妥善处理资金、技术、人才和矿业权之间的关系问题,对优化地矿集团公司的战略发展具有重大意义。资金是地矿集团公司发展的基本保障,在资金有限的情况下,应将横向产业链和纵向产业链同时多项发展,扩大对外合作,减小矿产勘查开发投资风险。注重人才引进、培养,建立人才评价和绩效评价等级制度,加强理论学习和技术交流,使人才和技术成为地矿集团的有利支撑。矿业权是地矿集团公司生存发展的根本,应加强重点成矿带整装勘查,合并老矿区周围有价值的小矿权;建立矿业权风险、价值等级机制。
This paper argues that the capital is the basic guarantee for the development of geological group company. So in the case of limited funds, lateral industry-chains and subsequent industry-chains should be developed together, and international cooperation should be expanded so as to reduce the risk of mineral exploration development and investment. At the same time, the introduction and training of the talented should be emphasized; the hierarchy of talent evaluation and performance evaluation should be built. In addition, the theoretical study and technical exchanges must be strengthened so that the talent and technology can become the favorable support for geological mining group. This paper goes on to look at that mining right is the foundation of existence and development of geological group company. Therefore, the integrated exploration in the key metallogenic belt should be strengthened; the valuable small mineral rights surrounding the old mining area should be merged; and the level mechanism for mining right risk and value should be established.
