摘要
认识到气候在发生变化，且同人类活动有直接关系，是气候政策的基本驱动。在美国，政治因素抑制了有关共识的形成，给推进气候议程的努力获得国内广泛支持带来困难。在气候变化迹象日益明显的大背景下，这种情况是否会发生变化，是本文关注的重点。
