明代白粮作为一种赋与役的结合体,专供内府、宫廷、宗人府的消费以及京师大小官员俸禄开支的需要。因为白粮必须民收民解,且江南距北京路途遥远,加之各项盘剥,令江南五府粮户苦不堪言。明廷中的有识之士出于对国祚的担忧就此问题不时向朝廷建言,但却遭到明廷的漠视。

Fine grain,as a combination of tax and corvee,is intended specially for the consummation in Imperial Household Bureau,Inner Court and Imperial Clan Court and the pays for officials in Beijing. Households in the five prefectures of Jiangnan region suffered a lot because the fine grain must be levied and escorted by the civilians themselves.The distance from Jiangnan to Beijing was quite long, and they were exploited heavily by various tax items.With a deep concern about the fate of Imperial Ming,some Bureaucratic-scholars frequently made memorials to the Court on the reform of this taxation form,but their proposals were treated indifferently by the Court.
