《吸毒成瘾认定办法》的出台,使吸毒成瘾认定有了明确的法律依据,也使戒毒工作有了明确的法律界定标准,这将对禁毒工作的深化起到积极作用。但《吸毒成瘾认定办法》中关于吸毒成瘾的定义及认定主体资质和认定条件等规定尚有值得商榷之处。笔者建议将吸毒成瘾定义为:"本办法所称吸毒成瘾,是指吸毒人员主动、反复使用毒品而产生的机体依赖,主要表现为不顾后果、强迫性寻求及使用毒品的行为。"
