新《刑事诉讼法》重视对犯罪嫌疑人、被告人权利的保障,也加大了对犯罪的打击。在强制措施制度的完善、技术侦查措施的确立、辩护制度的完善、刑事证据制度与规则的完善等方面对侦查工作造成深远的影响。主要表现为对侦查工作人权保障要求更加严格,侦查行为要求更加规范,取证环节要求更加精细,工作过程要求更加科学。侦查部门应当从树立现代侦查法治理念,强化人权、程序、证据意识;转变传统办案模式,合理运用各种侦查措施;做好案件质量审查,加强侦查自我监督;创新侦查工作机制,加强专业队伍建设的应对工作。

The new ＂Criminal Procedure Law＂ values to guarantee the rights of criminal suspects and de fendants, strengthens the striking force toward criminals, which makes profound impacts in investigation of im proving the system of compulsory measures, establishing technical investigation measures, perfecting the sys tem of advocacy and the criminal evidence system and rules. It requires stricter human rights protection, more standard investigation behavior, more precise of taking evidences, more scientific working process. Investiga tion departments also need to set up modem investigation legal sense, enhance the awareness of human fights, program and evidence, use various investigation methods properly instead of traditional modes, strengthen self supervision, quality review, innovation of detection mechanism and construction of professional team.
