加快高教投资管理体制改革，优化教育资源配置，运用市场化运行模式，才能缓解高教资源的短缺矛盾。形成政府宏观调控、学校积极办学、社会广泛参与、市场推动引导的新型投资体系，有助于促进高教事业的蓬勃发展。

In order to mitigate the contradiction of short resource in higher education, we should accelerate the reform of managing system in the higher education's investment, promote the right distribution for the educational resource by adopting the market methods. If we do so, a new investment system will be formed: government macrocosmic control is adjusted; more and more schools are set up; all parts of the society are mobilized to join in improving the education. With all efforts, the higher education is expected to develop quickly.
