新形势下高校后勤社会化改革面临着思想认识有待于进一步深化，产权和利益关系的确定需要一个过程，后勤产业能力的培养存在不少困难等诸多问题。解决这些问题，推进社会化改革进程的举措是：进一步发挥地方政府的主导作用；进一步强化政策研究和舆论导向的力度；坚持实事求是的原则，因校制宜，分步实施；科学开展清产核资工作，保证后勤经济实体与学校主体的有效分离；逐步建立与社会主义市场相适应的高校后勤管理体制、运行机制以及与现代企业制度相适应的内部管理制度。

The general service work in colleges is to be further reformed under the new situation. Many problems such as the confirmation of the relationship between estate and interest, the difficulty that exists in bringing forth the productive capacity etc. remain to be solved. The solution of these problems are to further bring the leadership of the local goverument into full play, to further study the related policy, to adhere to the principles of seeking facts from truth in carrying out the reform step by step according to the concrete sitation, to scientifically liquidate the estate and fund so as to separate the economic general service work from the main task of the college and to gradually establish the system of general service management, operation and internal management of a modern to enterprise suiting the socialist market.
