南非能源管理体制改革及启示

REFORM OF SOUTH AFRICA'S ENERGY MANAGEMENT SYSTEM AND ITS REFERENCE

通过对南非油气资源法律法规和政策的演变、能源战略的阶段性推进、能源管理机构的分步改革进行浅析,发现南非不断完善能源法律法规、重视环保和可持续发展,并出台相关法律对弱势群体加以扶持。南非能源战略的制定虽受到外部因素和内部因素的共同影响,但其一贯坚持独立自主原则制定国家能源战略。南非能源机构的分步改革使得原本夭折的能源部独立计划分阶段逐步实现,其能源行业组织在南非能源管理体制中的重要作用体现了政府和行业组织相辅相成。通过分析南非能源管理体制改革的特点,得出几点启示,以期为我国能源管理体制改革提供参考。

This paper studies the evolution of South Africa＇s oil-gas resource laws and regulations, strategy, and reform of energy management administration. South Africa is improving its energy laws and regulations, paying attention on environmental protection and sustainable development, and issuing laws to support the weak groups. Its energy strategy is confined both by external and internal factors, but based on its independence. Its gradual reform of energy administration reaches its energy independence. Its energy organizations play a key role in South Africa＇s energy management system, reflecting accordance between governments and industrial organizations. References from South Africa＇s energy management system can provide references for China in energy management system reform.
