基于资源循环视角下的经济社会发展指标体系研究

基于资源循环视角下重新审视经济发展的评价指标体系,从经济、社会、资源、生态角度构建新的评价指标体系。论文把资源分为原始资源、介质资源、废品资源,把资源利用的循环过程分为大循环和小循环,改变目前对资源循环过程只是注重原始资源开发利用的评价角度研究,从介质资源和废品资源的开发利用着手建立新的经济社会发展评价指标体系。注意资源利用的大小循环,减少原始资源的小循环过程对经济、社会、生态发展的影响,以此为基础设计新的经济社会发展评价指标体系,提出特别注重介质资源延伸应用,大力有效开发废品资源,适度限制原始资源的开发力度,实施更多层次的资源小循环,更科学地评价可持续发展水平。

This paper reviews the evaluation index system of economy based on resource circulation, and establishes the evaluation index system from economy, society, resource and ecology. Resources can be divided into original, medium and waste categories, and their circulation process, which can be divided into large and small, is be altered to only focus on original resource development. Development of medium and waste resources is to set up the new index system of economic-social development. The big and small circulations are used to neutralize the impact of original resource on economy, society and ecology. The new index system emphasizes the extension of medium resource and effectively develops waste resource and appropriately limits the original resource. A multiple-leveled small resource circulation can be used to scientifically evaluate the sustainable development.
