农产品“特供渠道”现象反思——兼论特供食品的治理之道

Reflection on the Phenomenon of “Special Supply Channel” for Agricultural Products——The Measures for Special Supply Food

近些年来,食品安全问题影响着中国民众的日常生活,公众对市场上食品的不信任感剧增。而特供食品的出现在引起民众愤慨的同时,也使大家对政府解决食品安全问题的方式产生质疑,降低了政府的公信力。权力监督乏力是特供食品产生的前提,财政资金管理不规范是特供食品产生的基础,官员的利己行为选择是特供食品产生的关键。对此,应该建立有效的行政监督体制,规范财政资金的管理,制约官员的利己行为选择,保障食品安全,使"特供"变"普供"。

In recent years, food safety has been influencing the people＇s daily lives. Publics distrust food products in the market. The emergence of special supply food causes the public indignation challenges the government＇s countermeasures to solve food safety problems, and reduces the credibility of the government. This paper argues that the weak power supervision is the premise for special supply food. Unscientific finance management is the foundation for special supply food. The officials＇ self-serving behaviors are the sticking point for special supply food. Therefore, the government should establish an effective system of administrative supervision to standardize the finance management, restrict the officials＇ self-serving behaviors, protect food safety, and transform ＂special supply food＂ into ＂ordinary supply food＂.
