摘要
为更好地解决航运公司安全管理分级评价过程中的模糊性和随机性问题,提高公司安全营运管理决策的科学性,将《国际船舶安全营运和防止污染管理规则》(ISM)与航运公司的安全需求相结合,建立基于人力资源、操作管理、体系完善3个一级指标,公司的责任和权力、指定人员等12个二级指标以及32个三级指标的3层结构评价模型。采用云变换的数据驱动法,确定每个评价指标对应的权重云。结合某海事管理机构给出的航运公司的评语云图,最终根据云交换规则对其进行定量评价。结果表明,该评价模型能更加方便而准确地解决航运公司安全管理分级评价的模糊性和随机性量化问题。
In order to solve the problem of fuzziness and randomness in ranking evaluation of safety man- agement for shipping company and improve the scientificalness of risk decision-making, a 3-level-structure evaluation model, with 3 first class indexes, 12 secondary ones and the third indexes of 32, was built. It reflects combination International management code for the safe operation of ships and for pollution preven- tion (ISM) rules with safety requirements of shipping company. The first class indexes include the human resource, operating management and system perfection, and the second class includes the responsibility of company, designated persons etc. The weight cloud corresponding to every index was deterministrative agency comments. Finally, the risk was calculated by arithmetic rules of cloud. The results show that the evaluation model can more easily and accurately solve fuzziness and randomness quantification problems in shipping safety management ranking evaluation.
